Supporting planning consent for a major onshore wind development.

Renewable energy developer Galileo Empower appointed Orbit Communications to lead communications, public affairs and stakeholder engagement for the proposed Craighead Wind Farm in Kinross-shire.

The project comprises eight wind turbines with an installed capacity of up to 49.6MW, capable of generating enough clean electricity to power around 40,000 homes each year. Given the scale of the development and the potential for public interest, the project required a strategic communications programme to build understanding, engage stakeholders and communicate the benefits of the proposal throughout the planning process and subsequent appeal.

Our Approach

  • Developed and delivered an integrated communications, stakeholder engagement and public affairs strategy.
  • Led engagement with local residents, community councils, elected representatives and key stakeholders.
  • Organised and promoted public consultation events as part of the statutory Pre-Application Consultation (PAC) process, including a dedicated website and digital communications.
  • Delivered proactive media relations and clear messaging highlighting the project’s renewable energy, economic and community benefits.
  • Secured support from community organisations, business groups and other stakeholders, while preparing briefing materials for decision-makers.
  • Promoted the project’s lasting legacy, including an annual £248,000 community benefit fund and opportunities for local businesses and suppliers.

Outputs & Outcomes

  • Built stakeholder understanding and third-party support through sustained engagement with local communities, elected representatives, businesses and other key organisations.
  • Ensured decision-makers were fully informed throughout the planning and appeal process, supported by clear messaging, targeted briefings and proactive communications.
  • Supported a development set to deliver significant local benefits, including the community benefit fund and new opportunities for local businesses and suppliers.
  • Secured planning permission on appeal from the Scottish Government’s Planning and Environmental Appeals Division, paving the way for a major renewable energy investment in Kinross-shire.
